This is the quiet failure mode in format development: an unresolved input gets written down as a range, and the range gets read as permission. It is not permission. It is a question that has not been answered yet.

Put three numbers in one place and look at them together.
Season length. Six episodes, fixed. Whatever the commission or the slot requires.
Cast size. Eight to ten, permitted. That is a planning range — it describes who you would accept, not who you have. Nobody has signed.
Finale state. The last episode requires exactly three finalists. You don't have to know why three. You do have to treat it as fixed until someone with the authority to change it changes it.
A permitted range and a confirmed cast are different kinds of number, and the difference matters more than it looks. A range is what you can accommodate. A confirmed cast is what you have. Every format has to survive the second one.
There is usually a fourth condition hiding in the paperwork: what it means to be eligible. Who can still win in episode four? Under the current plan, everyone who has not been eliminated. Two of the three permitted cast sizes do not reach the end state the format promises. Nine entrants produce a four-person finale. Ten produce a five-person finale.
Notice that no rule handles the counts differently. There is no special case, no branching logic, no conditional clause in the format bible that quietly turns off for one entry size. The mechanism is uniform. The divergence is entirely arithmetic, which is the worst version of this problem, because there is nothing to fix. You cannot debug your way out of subtraction.

All three permitted counts reach the stated finale. The mechanism is compatible with the range instead of compatible with one point in it.
The cost is not small, and it should be visible in the pitch rather than discovered in the budget. Weekly survival stakes are gone. Episodes one through five resolve ranking, not survival. Nobody goes home on the night. Whether that is a loss depends on what the show is selling: a format that sells "who survives the week" and a format that sells "who is best by the end" are different products, and Route B converts one into the other.
Second cost: the active cast does not shrink. Episodes one through five carry eight, nine or ten people rather than eight down to four. If the five tasks happen to test singing three times and dancing twice, the final cut line partly reflects that composition — and if the format claims to find the best all-rounder, the composition of the task set is now a load-bearing decision rather than a scheduling matter.

The common move when ten show up is a double elimination — two departures in one episode, announced when needed.
Trace it. Ten entrants, one double elimination anywhere in episodes one through five: ten becomes eight, then seven, six, five, four. The finale gets four people in a season that promises three. The fix doesn't reach the stated end state. Ten entrants need seven departures across five episodes, which means two double eliminations, not one.
